LEGAL NOTICE
NOTICE IS HEREBY GIVEN THAT a public hearing will be held in person,by the Zoning Board of Appeals of the Town of Ramapo on Thursday, November 6, 2025, 2025, at 7:15 p.m., or as soon thereafter as possible, at Ramapo Town Hall, 237 Route 59, Suffern, New York on the following matters:
Application # 25-280: NY USA Development LLC, 15 Perlman Drive, Suite 105, Spring Valley, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a eight lot subdivision with a two family dwelling with one accessory apartment on each lot, which will have less than required lot area (lots1-8), lot width (lots 1-8), front setback (Saddle River) (lots 1, 7 & 8), front setback (private) (lots 1-7), front yard (Saddle River) (lots 1,7 & 8), front yard (private) (lots 1-7), side setback (lots 1-8), total side setback (lots 2, 3, 4, 6 & 8), rear setback (lots 1, 2, 3, 4, 7 & 8), street frontage (lots 1-8) and greater than permitted development coverage (lots 2, 3, 6 & 7) and floor area ratio (lots 1-8). A variance will be required from Section 280a in that there is no street frontage on a public road (lots 2-6). A variance will be required from Section 376-52C, in which a fence or wall more than six (6) feet in height must be setback from the lot line a distance to two-thirds (2/3) its height. The Town of Ramapo Planning Board issued a Negative Declaration for the project pursuant to the State Environmental Quality Review Act (SEQRA) for the Type 1 Action on May 27, 2025. The property in question is: 174, 176, 178 and 180 Saddle River Road, Monsey, New York, located on the west side of Saddle River Road, approximately 0 feet from the intersection of Old Nyack Turnpike, which is known and designated on the Ramapo Tax map as Section, Block, Lot 56.19-4-1, 56.19-4-2, 56.19-4-3 and 56.19-4-4 and is located in an R-15A zone.
Application # 25-289: Moshe Messner, 30 Palisades Court, Pomona, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a three story office building, which will have less than required front yard and greater than permitted building height, parking spaces and development coverage. A variance will be required from Section 376-77 for a loading berth. The Town of Ramapo Planning Board issued a Negative Declaration for the project pursuant to the State Environmental Quality Review Act (SEQRA) for the Unlisted Action on August 12, 2025. The property in question is: 1507 Route 202, Pomona, New York, located on the south side of Route 202, approximately 560 feet east from the intersection of Camp Hill Road, which is known and designated on the Ramapo Tax map as Section, Block, Lot 33.05-2-15 and is located in a CC zone.
Application # 25-291: David Sasson, 74 North Saddle River Road, Monsey, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a three family dwelling with three accessory apartments, which will have greater than permitted floor area ratio. The property in question is: 74 North Saddle River Road, Monsey, New York, located on the west side of North Saddle River Road, approximately 230 feet south from the intersection of Grove Street, which is known and designated on the Ramapo Tax map as Section, Block, Lot 56.11-3-12.3 and is located in a R-15C zone.
Application # 25-295: Jacob Spitz, 138 Bates Drive, Monsey, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a conversion of garage to living space, which will less than required parking spaces. The property in question is: 138 Bates Drive, Monsey, New York, located on the east side of Bates Drive, approximately 797 feet east from the intersection of Horton Drive, which is known and designated on the Ramapo Tax map as Section, Block, Lot 56.10-4-12.-205and is located in a R15-MR zone.
