Planning Board Meeting - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Monday, November 3, 2025 at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Sapphire Ventures LLC, 681 Chestnut Ridge Road, Chestnut Ridge, NY 10977 for approval of a site development plan entitled “Herrick Estates” proposing to re-develop 21 existing lots totaling approximately 6.45-acres into a 14 building, 166-unit, multifamily residential development utilizing the x.7 Use Group of the R15C District. The property in question is located at 37 & 57 Herrick Avenue, 14 Morris Court, 1, 2, 11, 12, 21, 22, 31, 32, 41, 42, 51 & 52 Herrick Parkway and 19, 21, 23 & 25 Stephens Place, on the west side of Herrick Avenue, approximately 400 feet South of Maple Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 57.05-2-11.1 & 11.22, 11.23, 11.24, 13.1, 13.2, 13.3, 13.4, 13.5, 13.6, 13.7, 13.8, 13.9, 13.10, 13.11, 13.12, 15, 16, 17, 18.1 & 18.2 and in an R-15C zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on August 28, 2025, and a coordinated review was initiated on August 28, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Amended Site Plan discussion with respect to an application of Khal Zichron Chanina Getzel, Inc., for approval of a site development plan entitled “17 Ravenna Drive” proposing an additional 39 parking spaces at the previously approved House of Worship. The property in question is located at 17 Ravenna Drive, Pomona on the east side of Ravenna Drive, approximately 50 feet west of Tiffin Lane, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 33.20-1-24 is 1.33-acres and is located in an R-35 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on September 3, 2025, and a coordinated review was initiated on September 8, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat approval with respect to an application of Joseph Spitzer, 25 Singer Avenue, Spring Valley, NY 10977, for approval of a subdivision plan entitled “37 Noyes Avenue” proposing to subdivide the 0.368-lot into two lots and construct a new two-family dwelling on each new lot. The existing single-family dwelling will be demolished. The property in question is located at 37 Noyes Avenue, Spring Valley on the south side of Noyes Avenue, approximately 300 feet east of Fairview Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.18-2-65.2 and is located in an R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on September 3, 2025, and a coordinated review was initiated on September 8, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Israel Taubenfeld, 15 Allan Drive, Monsey, NY 10952 , for approval of a subdivision plan entitled “76 & 84 Gerow Avenue” proposing to subdivide 0.76-acre site (total acreage for both 76 & 84 Gerow) into four lots with a single family dwelling on each new lot. The existing single-family dwellings will be removed, and lot line disclaimed. The property in question is located at 76 & 84 Gerow Avenue, Spring Valley on the south side of Gerow Avenue, approximately 164 feet west of Central Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.18-2-24 & 25 and is located in an R-15 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on August 26, 2025, and a coordinated review was initiated on August 28, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of JSF Associates, Inc., PO Box 1067, Hillburn, New York 10931, for Final Site Plan and Special Use Permit approval of a site development plan entitled “Torne Valley Vineyards” proposing site plan and special use permit approval of the existing residential units, small restaurant, office and active vineyard operation currently operating as a Country Inn. The property in question is located at 1 Torne Brook Road, Hillburn, NY on the southwest corner of Torne Brook Road and Torne Valley Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 47.07-1-2 and is located in an R-40 Zone. On April 8, 2025, the Planning Board classified the proposed action as an Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
