Planning Board Meeting - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, June 30, 2026, at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Mount Ivy, LLC, 101 Chase Avenue, Suite 201, Lakewood, NJ 08701 for final site development plan approval and final planned unit development approval for Phase 2 as indicated on a site plan entitled “Final PUD & Site Development Plan – Phase 2 for Millers Pond” proposing 97 apartments in Building 2, 256 townhomes, and 2 community buildings (with 1 residence each) for a total of 355 residential units, roads and infrastructure, four parks (Parks D,E,F &G) and open space. The property is located at located at 110-118 Pomona Road, Pomona, NY on the north side of Pomona Road, approximately 0 feet west of the intersection of Station Road and Pomona Road and approximately 0 feet east of the intersection of Camp Hill Road and Pomona Road. Phase 2 includes disturbances of 36.5 acres (of the 143.6-acre total site) and is designated on the Ramapo Tax Map as Section, Block, Lots 33.13-2-6, 33.09-2-31 and 33.09-2-37 and is located in an MP-PUD Zone.  This application is being made pursuant to Ramapo Zoning Code Article IX (Site Development Plan), § 376-24 and § 376-25 (Local Law 2 of 2024). The Ramapo Town Board as SEQRA Lead Agency for the Northeast Ramapo Development Plan (NRDP) classified the Millers Pond Planned Unit Development (“MP-PUD”) on the property as a Type 1 SEQRA Action on February 22, 2023, and a coordinated review was initiated. On August 23, 2023 the Ramapo Town Board as Lead Agency issued Amended and Supplemental SEQRA Findings (Phase 1) after considering the FGEIS for the NRDP and extensive supplemental environmental analyses and documentation.  The Planning Board issued its own Statement of SEQRA Findings as an involved agency pursuant to 6 NYCRR Part 617.10(b) and 617.11. on June 24, 2025 and will also consider its own Statement of SEQRA Findings for the proposed MP-PUD Phase 2 currently before the Planning Board. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Mayer Rosenberg, 101 Route 306, Monsey, New York 10952, of a subdivision plan entitled “30 & 32 Oxford Court ”, proposing to subdivide the 0.692-acre lot into three lots and construct a single-family dwelling on each lot. The existing residences and driveways will be removed. The property in question is located at 30 & 32 Oxford Court on the east side of Oxford Court, approximately 100 feet east of Danville Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.07-2-21 & 22 and is located in the R-15 zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on March 16, 2026, and a coordinated review was initiated on March 17, 2026. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of 193 N Pascack LLC, PO Box 1061, Monsey, New York 10952 for Final Subdivision approval of a subdivision plan entitled “191-193 N Pascack Road”, proposing to subdivide the 1.928-acre (combined) lots into seven lots and construct a two-family dwelling on 6 lots and a single-family dwelling on 1 lot. The property in question is located at 191 & 193 N. Pascack Road and 15 Ewing Avenue, Spring Valley, New York, New York on the west side of N. Pascack Avenue, approximately 0 feet south of Ewing Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-42, 43.1 & 43.2 and in an R-15 zone. On January 28, 2026, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat respect to an application of Berish Brunner, 93 W. Carlton Road, Suffern, New York 10901 of a subdivision plan entitled “93 West Carlton Road”, proposing to subdivide the 0.58-acre site into two lots and construct a single-family dwelling on each lot. Existing single-family dwelling will be removed. The property in question is located at 93 West Carlton Road, Suffern on the south side of Carlton Road, approximately 0 feet west of Whisper Lane, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.17-2-27 and is located in an R-35 zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 18, 2026, and a coordinated review was initiated on June 11, 2026. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of 50 Remsen, LLC, 1 Garden Circle, Unit 114, Monsey, New York 10952 for Final Site Plan approval of a site development plan entitled “50 Remsen Avenue”, proposing two-curb cuts for the two-family one accessory dwelling on 0.33-acres. The property in question is located at 50 Remsen Avenue, Monsey on the west side of Remsen Avenue, approximately 310 feet south of Garden Circle, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.10-3-16 and in an R-15A zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Mosdos Torah Inc., 214 Maple Avenue, Monsey, NY 10952 for Final Site Plan approval “119 S Main Street” for a project entitled “Mosdos Torah” proposing a pool and accessory storage structure on the 0.43-acre lot. The property in question is located at 119A South Main Street, Spring Valley, New York on the west side of South Main Street approximately 115 feet South of Gerow Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.17-4-74 and is located in an R-15 Zone. On August 12, 2025, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
