Planning Board Meeting - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, July 14, 2026, at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Abraham Spira-Aspro Construction, 3 Elliot Court, Unit #201, Monsey, New York for Final Site Plan and Special Use Permit approval for a site plan entitled “86 Carlton Road School” proposing to construction a 4-story religious school for approximately 728 students and provide 91 parking spaces on the 26.01-acre site. The property in question is located at 86 W. Carlton Road, Suffern, New York on the north side of West Carlton Road, approximately 1,500 feet west of College Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.13-2-9.1 and in an RR-50 zone. On June 9, 2026, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and site plan and special use permit discussion with respect to an application of Bartlett Yeshiva LLC, 6 Victory Road, Suffern, NY 10901, of a site development plan entitled “5 Bartlett Road”, proposing to convert the existing single family dwelling into a school for 80 students and provide 10 parking spaces on the 1.59-acre site. The property in question is located at 5 Bartlett Road, Monsey on the west side of Bartlett Road, approximately 0 feet South of Sickle Lane, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.11-1-38 and is located in the R-40 zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 18, 2026, and a coordinated review was initiated on June 12, 2026. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of 193 N Pascack LLC, PO Box 1061, Monsey, New York 10952 for Final Subdivision approval of a subdivision plan entitled “191-193 N Pascack Road”, proposing to subdivide the 1.928-acre (combined) lots into seven lots and construct a two-family dwelling on 6 lots and a single-family dwelling on 1 lot. The property in question is located at 191 & 193 N. Pascack Road and 15 Ewing Avenue, Spring Valley, New York, New York on the west side of N. Pascack Avenue, approximately 0 feet south of Ewing Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-42, 43.1 & 43.2 and in an R-15 zone. On January 28, 2026, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat with respect to an application of Yehoshua Mendel Frieder, 908 Driggs Avenue, Brooklyn, NY 11211 of a subdivision plan entitled “292 Old Nyack Turnpike”, proposing to subdivide the 0.388-acre site into two lots and construct a two-family dwelling on each lot. The existing single-family dwelling will be removed. The property in question is located at 292 Old Nyack Turnpike, Spring Valley on the north side of Old Nyack Turnpike, approximately 100 feet west of Fairview Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.18-2-88 and is located in an R-15 zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 18, 2026, and a coordinated review was initiated on June 12, 2026. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Bnei Yakov Yosef of Monsey, 23 Union Road, Spring Valley, New York 10977 for Final Site Plan, Special Use Permit Approval and Final Amended Site Plan Approval of a site development plan entitled “201 and 203-205 West Maple Avenue” proposing a 12,358sf pre-fabricated building for use as a school at 201 West Maple and modifications to ingress/egress between the site and 203-205 West Maple Avenue. An additional 75 parking spaces will be provided. The property is 1.05 acres (201 W Maple) and 1.027-acres (203-205 W Maple) and is located in a R-40 zone. The property in question is located at 201, 203 & 205 West Maple Avenue on the west side of West Maple Avenue, approximately 140 feet South of Thomas Court, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 49.10-1-22, 23 & 24 and is located in an R-15 Zone. On August 26, 2025, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
