Planning Board Meeting November 18, 2025 at 7:30 pm - IN-PERSON ONLY!!!
NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, November 18, 2025 at 7:30pm.
Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.
- Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Leib Lefkowitz, 21 Dorset Road, Spring Valley, NY 10977 for approval of a subdivision plan entitled “Locust Towns”, for a project named “21 Locust Street” proposing to subdivide the combined 2.282-acre lots into 11 new lots and construct a new two-family dwelling on each new lot. The existing single-family dwellings will be demolished. The property in question is located at 21 Locust Street, 19 Locust Street and 40 & 44A Hempstead Road, Spring Valley, New York on the north side of Locust Street, approximately 370 feet east of Hempstead Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.10-5-37, 42, 43 & 45 and in an R-15 zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on September 3, 2025, and a coordinated review was initiated on September 8, 2025. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
- Application of 529 W Central Ave LLC, 35 West Street, Ste. 202, Spring Valley, NY 10977, for Final Site Plan Approval of a site development plan entitled “529 W. Central Ave”, proposing a four-story building including 32 residential dwelling-units on the 1.24-acre lot. The existing buildings will be demolished. The property in question is located at 529, 531 & 533 West Central Avenue, Monsey, NY on the south side of West Central Avenue, approximately 230 feet west of Adar Court, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 56.12-3-24.1. 24.2. & 25 and is located in an R-15C Zone. On January 14, 2025, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
- Application of Dun Srulowitz, 80 Red Schoolhouse Road, Unit 104, Spring Valley, NY 10977 for Final Subdivision Approval of a subdivision plan entitled “6 Andover Road” proposing to subdivide the 0.57-acre lot into two-lots, and constructing a single-family dwelling on each new lot. The property in question is located at 6 Andover Road, Spring Valley, New York on the north side of Andover Road, approximately 325 feet north of Hedgerow Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.19-3-73 and is located in an R-15 Zone. On March 11, 2025, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
- Application of Zichron Menachem, Inc., 10 Maple Terrace, Monsey, NY 1095, for Site Plan Discussion of a site development plan entitled “10 Maple Terrace” proposing a 747sf addition to the existing house of worship on the 0.41-acre lot. The property in question is located at 10 Maple Terrace, Monsey, New York on the east side of Maple Terrace, approximately 200 feet north of Maple Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 56.08-2-83 and is located in an R-15C Zone. On September 9, 2025, the Planning Board classified the proposed action as Type II SEQRA Action, determined that no further SEQRA review was required.
- Application of Hatzoloh EMS, Inc., 19 Grove Street, Monsey, NY 10952 for Re-Approval of Final Subdivision of a subdivision plan entitled “Ladentown Road Hatzoloh EMS, Inc.” proposing a two-lot subdivision of the 3.3-acre site with lot 2 being conveyed to the applicant by its current owner, for use as a previously approved office space and ambulance garage. The property is located at 1540 Route 202, Pomona, NY on the North Side of Route 202 approximately 0 feet southwest of Ladentown Road, is designated on the Ramapo Tax Map as Section, Block, Lots 33.05-2-4, and is located in a PO Zone. On August 19, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
- Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit Discussion with respect to an application of Cragmere 87 LLC for approval of a site development plan entitled “Mesivta Beis Halevy” proposing to convert the existing single-family dwelling at 87 Cragmere Road to a school for 80 students and the existing single family dwelling at 89 Cragmere Road will be remain a caretaker’s residence on the 2.14-acre lot. 10 parking spaces will be provided. The property in question is located at 87 & 89 Cragmere Road, Airmont, New York on the west side of Cragmere Road, approximately 350 feet north of Martis Place, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 55.18-3-7.2 & 8 and in an R-40 zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on September 16, 2025, and a coordinated review was initiated on September 18, 2025. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
