Planning Board Meeting January 28, 2025 at 7:30 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Wednesday, January 28, 2026 at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Hatzoloh EMS, Inc, 21 Grove Street, Monsey, NY 10952 for approval of a site development plan entitled “Hatzoloh EMS”, proposing a 12,998sf addition of the existing ambulance garage and offices the site of 0.348- acres. The property in question is located at 21 Grove Street (aka 19 Grove Street), Monsey, New York on the South side of Grove Street, approximately 0 feet east of Saddle River Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-65 and in an R-15A zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on December 9, 2025, and a coordinated review was initiated on December 18, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Sapphire Ventures LLC, 681 Chestnut Ridge Road, Chestnut Ridge, NY 10977, for Final Site Plan Approval of a site development plan entitled “Herrick Estates”, proposing to re-develop 21 existing lots totaling approximately 6.45-acres into a 14 building, 166-unit, multifamily residential development utilizing the x.7 Use Group of the R15C District. The property in question is located at 37 & 57 Herrick Avenue, 14 Morris Court, 1, 2, 11, 12, 21, 22, 31, 32, 41, 42, 51 & 52 Herrick Parkway and 19, 21, 23 & 25 Stephens Place, on the west side of Herrick Avenue, approximately 400 feet South of Maple Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 57.05-2-11.1 & 11.22, 11.23, 11.24, 13.1, 13.2, 13.3, 13.4, 13.5, 13.6, 13.7, 13.8, 13.9, 13.10, 13.11, 13.12, 15, 16, 17, 18.1 & 18.2 and in an R-15C zone. On November 3, 2025, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Congregation Kehilas Belz Monsey, 21 Mountain Avenue, Monsey, NY 10952, for Final Site Plan Approval of a site development plan entitled “1 Harvest Court”, proposing conversion of the existing single-family dwelling to a local House of Worship on the 0.28-acre lot. The applicant proposes 11 parking spaces. The property in question is located at 1 Harvest Court, Monsey on the north side of Harvest Court, approximately 0 feet East of Saddle River Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.07-2-78 and is located in an R-15A Zone. On July 30, 2025, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of 193 N Pascack LLC, PO Box 1061, Monsey, NY 10952 for approval of a subdivision plan entitled “191-193 N. Pascack Road”, proposing to subdivide the 1.928-acre (combined) lots into seven lots and construct a two-family dwelling on each lot. The property in question is located at 191 & 193 N. Pascack Road and 15 Ewing Avenue, Spring Valley, New York, New York on the west side of N. Pascack Avenue, approximately 0 feet south of Ewing Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-42, 43.1 & 43.2 and in an R-15 zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on November 24, 2025, and a coordinated review was initiated on December 8, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of 62 Hempstead LLC, 1 Larissa Court, Airmont, NY 10952 for approval of a subdivision plan entitled “62-64 Hempstead Road”, proposing an amended subdivision of the 0.99-acrea lot, proposing to construct a two-family residence on each lot, previously approved for only one-family by the Planning Board. The property in question is located at 62 & 64 Hempstead Road, Spring Valley, New York, New York on the east side of New Hempstead Road, approximately 313 feet north of Williams Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.10-2-91.1 & 91.2 and 50.10-2-92.1 & 92.2 and in an R-15 zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on December 9, 2025, and a coordinated review was initiated on December 18, 2025.   Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
