Planning Board Meeting April 28, 2026 at 7:30 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, April 28, 2026, at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Hatzoloh EMS, Inc., 21 Grove Street, Monsey, New York, 10952 for Amended Final Site Plan approval of a site development plan entitled “Hatzoloh EMS”, proposing an expansion of the existing ambulance garage and offices on the 0.348-acre lot. The property in question is located at 19-21 Grove Street, Monsey, New York on the south side of Grove Street, approximately 0 feet east of Saddle River Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 56.11-2-65 and in an R-15A zone. On January 28, 2026, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of 9 Northbrook LLC and 11 Northbrook LLC, 1 Hillcrest Center, #200, Spring Valley, NY 10977, of a subdivision plan entitled “9 & 11 Northbrook Road”, proposing to subdivide the 1.9-acre site into 8-lots and construct a two-family dwelling on 6 of the lots and a single-family dwelling on 2 of the lots. A shared driveway is proposed and the existing single-family dwelling will be demolished. Two parking spaces per unit are proposed for lots 3 & 6 with all other residences proposing two-vehicle garages. Bus shelters are proposed on lots 4 & 5 and playground equipment on lot 1. The property in question is located at 9 & 11 Northbrook Road, Spring Valley, New York on the west side of Northbrook Road, approximately 70 feet South of Sherman Drive, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.15-4-61 and 50.19-2-1 and is located in an R-15 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on February 10, 2026, and a coordinated review was initiated on February 18, 2026.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Israel Taubenfeld, 15 Allan Drive, Monsey, NY 10952 for Final Subdivision Approval of a subdivision plan entitled “76 & 84 Gerow Avenue” proposing to subdivide 0.76-acre site (total acreage for both 76 & 84 Gerow) into four lots with a single-family dwelling on each new lot. The existing single-family dwellings will be removed, and lot line disclaimed. The property in question is located at 76 & 84 Gerow Avenue, Spring Valley on the south side of Gerow Avenue, approximately 180 feet west of West Central Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.18-2-24 & 25 and is located in an R-15 Zone. On November 3, 2025, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Congregation Ribnitz, Inc., 55 Old Nyack Tpke, Monsey, NY 10952 for Amended Final Site Plan Approval of a site development plan entitled “Congregation Ribnitz” proposing installation of a 5,904sf temporary modular structure at the existing school site, for a maximum of 5 years, to provide additional space for current students and staff on the 2.198-acre lot. 47 parking spaces will be provided. The property in question is located at 55 Old Nyack Turnpike, Monsey on the south side of Old Nyack Tpke, approximately 200 feet south of Caville Drive, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.20-3-55.4 and is located in an R-15 Zone. On October 22, 2025, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of 22-24 Decatur LLC, 86 East Route 59, Spring Valley, New York, of a subdivision plan entitled “22-24 Decatur LLC”, proposing a lot-line shift/subdivision of a portion 22 Decatur Avenue to 3 N. Cole Avenue. The property in question is located at 22 Decatur Avenue, Spring Valley on the east side of Decatur Avenue, approximately 88 feet North of West Central Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.09-1-21 and is located in an R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit discussion Approval with respect to an application of Ohr Zion, 28 Calvert Drive #1, Monsey, New York 10952, of a site development plan entitled “Ohr Zion”, proposing a new school for 340 students, providing 33 parking spaces. The property in question is located at 297 Spook Rock Road, Suffern on the west side of Spook Rock Road, approximately 300 feet south of Pioneer Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-53 and is located in an R-25 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on March 16, 2026, and a coordinated review was initiated on March 18, 2026.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
